This is a common problem for steam games, see. The short version is Oblivion.exe is locked by Steam and won't run without Steam.exe.

For example, if you installed Steam on d:steamsteam.exe and Oblivion on e:steamlibrarysteamappscommonoblivionoblivion.exe. Nehrim is installed at C:Nehrim, not in the Program(x84) or the steam folder. I have deleted oblivion.ini in the MyDocumentsMyGamesOblivion folder. I don't know what else to do. Disregard all of that, I followed only the directions under. Starting Nehrim (if you have Oblivion by Steam). Main problem though is im getting an application load error 5:4 or something like that when i try to launch oblivion through wrye.

OK firstly, just opening CMD from the directory (ie shift clicking and opening CMD) will not work, you have to run CMD as admin to do mklink and this method does not open an administrative.
